Best way to trap my cat?

U could get a cage type thing and have ur sister put in his favorite treat or favorite toy, if he has one. U might as well try it at least once to see if he will. If not you should definitely call animal control. I don't see why they would keep the cat even if it is mean, he's yours. Just tell them he gets nervous around strangers. Hope this helps.
