Ac heat/pump won't work...?

we have a heat pump...we live in arizona...temp is about 100 right now...ac was working fine until a few days ago....wife said there was a couple power outages....since then ac does not work.....i turn it on...it blows cold air for about 1 min....then compressor/ac shuts down....air still blows but not cold....if i switch the breaker the ac will work for about 1 min blowing cold then shut down again...air still blows but not cold....same thing over and over..........one copper tube coming from the unit is really cold...one is really hot......also, fan on the ac unit does not run at all......what could this be? i'd like to trouble shoot this before i call someone because we live in a rural area and it's expensive to get someone out here...thanks
